I highly recommend the book TRIBESby Seth Godin. On page 22 he shares that leaders do not focus on organizational structure. They use passion and ideas to lead people as opposed to using threats to manage them.
There is a difference between telling someone what to do and inciting a movement. Great leaders create movements by empowering the tribe to communicate. They establish the foundation for people to make connections, as opposed to commanding people to follow them.
It takes 2 things to turn a group into a tribe
1. A shared interest
2. A way to communicate
